The purpose of this survey is to:

• Assess building contractors’ knowledge of and experience with weatherization; 
• Identify regional/statewide industry stakeholders and organizations that are supportive of expanding to add weatherization capabilities; 
• Determine potential fit for business opportunities with the PA WAP; 
• Identify worker recruitment opportunities and challenges; and 
• Assess building contractors’ needs and priorities for expanding their business.

The PHRC has been contracted by the Clean Energy Center at Penn College to lead outreach and recruitment efforts to grow private sector building contractor participation in Pennsylvania’s Weatherization Assistance Program (WAP).
